- 1). Create a work area by spreading waxed paper on a flat, level surface. Place six cotton swabs in the middle of the wax paper. Arrange them in a sunburst pattern, with their ends all meeting in the center. This will form the heart of your snowflake.
- 2). Add more cotton swabs to the design, working your way out from the center. Make sure each swab is connected to another. Repeat patterns around your original six cotton swabs to create a snowflake shape.
- 3). Apply glue to each place where the cotton swabs are touching. To create a solid bond, you'll need to use a large amount of glue. Sprinkle glitter over your snowflake when you're finished gluing.
- 4). Leave the snowflake on the waxed paper until the glue is dry. When it's finished drying, separate the snowflake from the waxed paper. Watch out for any weak areas and add more glue if necessary.
