If I Become The Delhi Cm - Fiinovation

However, the probability of that happening is less and rather if I get to introduce five reforms as the CM of Delhi, I don't think I will go for the obvious choice that is corruption, as it is not something which can be eradicated easily and there are many other things which need immediate attention.

1) Gender Sensitization Programme

There is a general misconception that girls are being subject to violence, because they follow the western culture blindly. They should dress up according to their parents or society"s will. People keep on feeding such misconceptions to themselves that results in women simply finding it difficult to live their lives freely without a constant underlying fear of something potentially going wrong.

When I talk about Gender Sensitization Programme, I aim to reduce the crime rate against women in the state. Women's safety does not mean just preventing rapes but it is about ensuring that women feel safe in general. This program is not about gender awareness but about absolute fairness. I, as the CM, will mandate this programme in every government and non-government body as part of their yearly curriculum.

2) Sex Education to be made mandatory in schools

This is something which has been up for debate for a very long time. Some people have even written off the idea of introducing sex education as they believe that problems such as pregnancy at an adolescent age can be avoided by giving children cultural education and not sex education. In my understanding, young people have the right to information that will keep them healthy and safe, and provide them with honest, age-appropriate and comprehensive sex education, which is a key part in ensuring personal responsibility for their health and well-being.

I as the CM will introduce sex education in school's curriculum where children will be given complete knowledge, according to what is appropriate for their age. This will prepare them properly for realities in life and make informed decision.

3) Water scarcity in Delhi

It is estimated that the next big calamity that people are about to face worldwide will be of water and this is a scenario that the experts believe will be realised by 2020.

But the war over water has already started in Delhi. This is a problem that Delhiites have been facing for a while but lately it has turned severe. There are a number of reasons behind this problem in Delhi. We have been unable to control the ever increasing population, the growing slums in various localities in Delhi and depleting groundwater levels.
There are parts of Delhi where Delhi Jal Board (DJB) has still not been able to have piped connections and the locals still depend on tankers. It gets worse in summers when Delhi has to depend on neighboring states for water supply. The tragedy is that the river Yamuna flows from its own heart but Delhi has not been able to derive benefits from it. As per a recent survey, around 52% of water gets wasted due to leaks in the pipelines of the DJB.

I will firstly put DJB under a disciplinary body to keep a check on equal water distribution in all locations. Good water management will also be a prime agenda. I will also promote more and more tree plantation to replenish the ground water level.

4) Pollution in Delhi

The World Health Organization (WHO) recently released a report which termed Delhi's air quality an emergency. In a recent study, it was deduced that the air pollution in Delhi causes 3,000 child deaths a year in Delhi alone. The pollution has also not spared river Yamuna which is the reason for Delhi's existence and lies in a pitiful condition.
I as the CM will embed strict laws regarding treatment of domestic and industrial sewage before its release into the river. The quality of water, at the point, where the river leaves Delhi has deteriorated drastically with large amounts of untreated sewage still falling into the river.

For improving air pollution, I plan to invest in public transit by building a world class public transport system for Delhi so that fewer private cars ply on roads. Nature is the best solution to such calamities and so planting more trees so that Delhi reaches the internationally mandated 33% tree cover for cities. This will bring down dust - a key offender, apart from vehicular emission.

5) Slums of Delhi

A major chunk of informal employment in Delhi comes from the slums. The people living in the slums are more involved in occupation such as housemaids, sweepers, rag-pickers, auto rickshaw drivers, vegetable vendors and watchmen, amongst others. Their lives may be invisible to us but each of them help in the functioning of a city or a family.

But slums are perceived as a hindrance if a city is dreaming of a world-class image and the Slum Clearance Board often takes initiatives to clear them. Relocation schemes are brought up but all fail to understand the link between shelter and livelihood options. This is the reason for the failure of most of the slum relocation schemes as it doesn't consideration the economic opportunities for these people.

I believe in in-situ up gradation. Many slums lack basic local authority services such as provision of safe drinking water, sanitation, wastewater and solid waste management. Hence, all the reforms should revolve around these factors. The services and lives of the people living in slums need to be acknowledged and included in designing solutions.
