- Panama offers retirees many discounts, says International Living Magazine, including deals on medical costs, restaurants and even an exemption on importing household goods. Uruguay and Italy are also included in the magazine's best places to retire internationally. Italy provides excellent health benefits and the perks of Uruguay is that it's easy to communicate in this country, there is drinkable water and the beaches are beautiful.
