- 1). Buy several yards of tulle in the colors of your choice. You can go with an all-white tutu, or you can mix and match colors for a look you like. If you do not want to bother with cutting your tulle, simply pick up strips of tulle that are already cut. They come in a variety of colors, and are cut at six inches wide, the perfect length.
- 2). Cut the tulle into strips six inches wide and double the length you want the tutu to be. For example, if you want the tutu to fall six inches from the baby's waist, cut the strips 12 inches long.
- 3). Wrap the elastic around the baby's waist and add one inch. Cut it at this point.
- 4). Sew the elastic ends together, creating a circle of the elastic. You can either hand sew it or use a machine. Make sure it is sewn tight.
- 5). Fold the tulle strips in half, so there is a loop at one end. Wrap the loop end of the tulle around the elastic and pull the loose ends through the loop, creating a knot. Do not pull the knot too tight, or you will warp and crinkle the elastic.
- 6). Keep adding tulle around the elastic until the elastic is full. If you have chosen several different colors, alternate them in any pattern you wish.
