- 1). Cut two lengths of ribbon approximately twice to three times the desired thigh size for your garter. If using fabric, cut one piece of fabric this length by approximately 3 inches. Cut any trims that will edge the entire garter to the same length as needed. Pull elastic taut and cut to the thigh measurement, plus approximately 1/4 to 1/2 inch.
- 2). Press the cut edges of the fabric under 1/4 inch. Attach lace or a fabric ruffle as desired along one of these pressed hems, especially if you are making a wedding garter. Stitch into place by hand or machine. If you are using ribbon instead of fabric, stitch your trims or lace to the wrong side edge of one ribbon.
- 3). Seam your garters along both lengthwise edges if using ribbon and along the single lengthwise edge if using fabric. This can be done by hand or machine, but keep your seam allowances a scant 1/4 inch.
- 4). Use a large safety pin to thread elastic through your garters. Overlap the ends of the elastic slightly and stitch together. Tuck the raw edges of one end of the garter fabric or ribbon under and slide the other side into this one. Stitch along the edge by hand.
- 5). Attach buttons, beads or trims to your garter with needle and thread or hot glue. Make your garters as simple or elaborate as you choose.
