- 1). Measure around your waist and multiply the circumference by one and a half. Cut a piece of chiffon that measures 4 inches by the final circumference. Use the cut out to make 10 more cutouts.
- 2). Sew a gathering stitch along one long edge of each piece, using an elastic thread. Pull on the threads, and gather each of the pieces to your waist circumference plus 1 inch.
- 3). Cut a piece of lining equal to 4 inches wider than your waist circumference by 20 inches long. Fold the fabric in half, and sew the side seam with a running stitch. Fold over 1/2 inch along the top and bottom edges of the skirt, and sew running stitches.
- 4). Cut a piece of elastic to the same length as your waist circumference and slide it through one of the 1/2-inch tubes. This is the top of the skirt.
- 5). Pin one of the chiffon ruffles over top of the waistband of the skirt lining. Wrap the ruffle around the skirt, and overlap the short ends. Sew the ruffle to the skirt with a running stitch. Repeat with the next ruffle, 2 inches down from the first ruffle. Be sure to attach the ruffle to the skirt lining underneath the first ruffle, not to the first ruffle itself.
- 6). Cut a piece of 1-inch-wide stretchy ribbon to your waist circumference. Pin it around the waist of the skirt and sew it in place with a running stitch.
